MorphoTrust USA™, formerly L-1 Identity Solutions, is the exclusive enrollment services provider to the Transportation Security Administration (TSA) in support of the Hazardous Materials Endorsement Threat Assessment Program. We operate nearly 150 live scan enrollment centers and over 70 hard card collection sites in 38 states and D.C.

At each location, screened, trained, and vetted trusted agents collect the biographic and biometric data for nearly 200,000 ground transportation workers requiring a hazardous materials endorsement on their commercial driver licenses each year. We have facilitated the enrollment of over one million applicants during the program’s lifetime.

The application process begins with the submission of personal information, such as name, date of birth, hair and eye color and gender, which can be done securely and quickly over the Internet. Data is protected during the submission process using AES-256 bit encryption to ensure that no unauthorized persons are able to view the sensitive personal information as it is transmitted. Once the information is collected, it is stored centrally at a secure data aggregation center which is fully compliant with TSA information assurance and data protection standards. In addition to submitting biographic information, applicants also can use the website to securely submit payment for the service and find a convenient enrollment center at which to conduct in-person enrollment.

Once the application process is complete, you must visit a MorphoTrust enrollment center where trained, professional, and friendly trusted agent personnel will collect fingerprints using state-of-the-art live scan enrollment systems. The process is inkless, painless, convenient, and quick. Experienced and competent trusted agents can perform the full enrollment process, including the collection of each applicant’s fingerprints, in an average of six minutes. The live scan enrollment systems implement security protocols which meet or exceed all applicable federal government requirements, providing an extremely secure platform and ensuring all applicant data is protected. Once the collection process is complete, the information is transmitted via a secure network to a data aggregation center where it is stored and processed.


Information is Submitted Directly to Federal Authorities and Your Department of Motor Vehicles Will Notify You with Results


Once the application and collection process is complete, we submit the application information to the TSA which conducts a threat assessment for the individual. In addition, we submit each applicant’s fingerprints to the FBI using a direct, electronic interface to the FBI Criminal Justice Information Services processing system. Once the results are received from the FBI, we submit this information to the TSA, which completes the enrollment process. Upon completion of the TSA threat assessment, applicants are formally notified of their approval or denial by each state’s Department of Motor Vehicles.
