India’s Unique ID (UID) Program
In a country with more than 1.2 billion citizens, India has a formidable task in properly allocating benefits and services while minimizing the risk of fraud such as embezzlement, rigged elections and improper distribution of rations. To address this challenge, L-1 developed and implemented a comprehensive solution to the Unique Identification Authority of India (UIDAI) including multi-biometric enrollment, de-duplication with fusion-based search and match, and identity verification.
Enrollment
L-1 offers durable biometric enrollment solutions for fast processing, particularly in harsh environments.
- Iris capture devices, such as the STQC-certified Mobile-Eyes™, with a patented see-through design and rugged form factor can simultaneously capture both irises with built-in quality assurance and failure-to-enroll (FTE) checks.
- Slap fingerprint devices, such as the STQC-certified Agile-TP™, with a field-replaceable platen, can capture a tenprint record in seconds including quality checks and both visual and audible cues for operator and applicant feedback.
ABIS® Multi-Biometric System Search and Match Engine
- L-1’s unique ABIS Engine improves program integrity through the de-duplication of identity records and the fusion of biometric modalities including a full set of tenprint fingerprints, dual irises, face images and demographic information of civlians registered during the enrollment process.
- With top-rated, independently-tested algorithms, a Services Oriented Architecture (SOA) and commercial off-the-shelf (COTS) hardware, ABIS is a flexible and scalable foundation to support a variety of government-sponsored programs such as national ID, voter ID and border control operations.
- With linkages to many of India’s existing databases, enrollment and verification of identities are all supported by the ABIS System.
Identity Verification
Once enrolled and added to the secure ABIS Engine database, civilian identities will be verified with one of the finger, face and/or iris biometric solutions noted above to ensure program integrity.
