First Responder ID Endorsement:
Help Reduce Confusion in the Aftermath of a Disaster or Emergency
A first responder insignia on a state DL/ID will aid law enforcement and emergency management agencies by identifying those personnel with certification to assist in the event of a disaster or large-scale emergency.
In the moments that follow a disaster there is often confusion and disorder within the first responder community. In some instances, emergency personnel are not able to gain access to a scene. In others, well-intended yet untrained civilians gain access and add to the confusion. This scenario is not unique to a national catastrophe; it is played out each time there is a critical incident in a population center — whether it be a flood, a multiple alarm fire or other critical incident.
Solution
Incident commanders need tools to control the scene and coordinate the response, and L-1 is giving the power to DMVs to deliver that tool and to add to card revenues.
Putting a first responder insignia on a driver’s license will provide a universally recognized means of identification. It can be implemented and accepted across multiple jurisdictions to allow critical personnel access to a “critical incident area”. First responders such as police officers, sheriff’s deputies, firefighters, doctors, and nurses would use their license or ID card to gain access to the site of a disaster.
